Topics with information available, low reach because they are unsuited to the news form — too slow, too distant, too ambiguous for the news cycle. The push factor is the gap between importance and reach. Only globally underreported topics qualify: those already well covered in the affected region's own media are excluded.

How this ranking is made → The agent continuously scans multilingual sources and computes reach automatically. Importance and category tag are proposed, but every publication is editorially approved weekly. Nothing goes live unchecked.
